The price the rental car companies can charge for their refueling service is
capped by local and state regulations.
As stated above by SpencerDogg the rental companies offer different options
for fuel - pre-pay for the 1st tank, drive less than 100 (or 75) miles and
pay $10.00 for fuel (this option is in testing in various markets around the
country), or pay the high refueling charge. No matter which option you
choose the price you will pay is spelled out in the contract you sign and
initial.

Whether the company has their own gas pumps depends on the airport and the
location of the rental car lot. In Tampa each rental company has its own
tank in the airports fuel farm. We are unlucky enough to have to pay a
rather stiff fuel storage fee to the HCAA. I'm not sure how fuel storage
works in Las Vegas but things will change once the operations move to the
consolidated rental facility.
